Blackpool Pride of Place Partnership launches plan to grow Blackpool economy by £1bn by 2030 and create and safeguard 10,000 jobs

The Blackpool economy could grow by £1bn by 2030 with the creation and safeguarding of 10,000 jobs with the support of national Government, according to a Blackpool town prospectus, published today by the Blackpool Pride of Place Partnership.   

The Blackpool 2030 town prospectus also outlines the opportunity to:

  • Create 3,000 new quality homes to tackle the concentration of deprivation in inner Blackpool
  • Improve employment rates of Blackpool’s 16-25-year-olds through focus on health, wellbeing and work readiness
  • Transform national perceptions, so Blackpool is seen as a “can do” buzzing place and as a destination for business investment

The Blackpool Pride of Place Partnership, created last year by Business in the Community - The Prince’s Responsible Business Network, is a partnership of the private, public and voluntary sector including Merlin Entertainments, Big Lottery, Blackpool Council and the Lancashire Enterprise Partnership. It promotes the area’s economic development and tackles its social challenges through involving people with influence, passion and a common aim.

The Blackpool town prospectus is an invitation to national Government to work together with the partnership to address long-term embedded challenges and take advantage of opportunities. 

Christine Hodgson, chair of the Blackpool Pride of Place partnership, Business in the Community board member and chairman of Capgemini UK plc, said:   

“We want people in and outside Blackpool to be proud of this special town and the plans we have laid out here draw a line in the sand and dare to dream about what Blackpool could become. We have developed integrated solutions to tackling Blackpool’s social and physical problems which can only be delivered by a local partnership using the skills and resources of all sectors, allied to cross-departmental cooperation with Whitehall.

“This prospectus is both a place strategy for Blackpool and a contribution to the future LEP-led sub-regional Industrial Strategy.  We can only unlock Blackpool’s potential by working together.  We now ask Government to collaborate with us in a long-term strategic partnership and grant us the powers, freedoms and resource we need to release the latent potential of the town.” 

Key asks of Government

The partnership’s primary ask is a long-term partnership to support the ambition to develop Blackpool’s economy and tackle deprivation.  The plans in the prospectus require a sustained, shared and strategic approach and will ultimately create a stronger community and reduce pressure on the public purse.  These plans are compatible with the civil society strategy and the industrial strategy, making Blackpool a strong contender to be the second Town Deal.  The Government announced the first Town Deal for Greater Grimsby in July 2018.

Key asks also include:

  • A housing action zone for inner Blackpool to sustainably improve some of the poorest accommodation.
  • A plan to safeguard the long-term retention of civil service jobs within Blackpool town centre
  • Making the Fylde Coast a designated tourism zone as part of the Government’s Industrial Strategy.
  • Supporting businesses to consolidate growth within the Enterprise Zones by increasing the deadline for business rates relief and capital allowances to 2030.
  • Investment to complete the train/tram loop and enhance the South Fylde line service to improve transport links.
  • A Government-created taskforce to review and improve mental health provisions on the Fylde Coast and extend the opportunity area programme to 2030.
  • Ensure that the Government Shared Prosperity Fund is flexible enough to support these ambitions, including investment in the visitor-related economy and physical transformation of the town.

“This prospectus connects people, communities, business and Government to make Blackpool the great place it really deserves to be.  While we do not hide the challenges in our town, we recognise there is more to be done to make the most out of the opportunities.

“The partnership and town prospectus both draw on the strengths that Blackpool has to offer and acknowledges the great work already coming from the public, private and third sectors, and our communities.  Our ambition is to kickstart new developments and partnerships to provide more opportunities for people and build on the town’s strong position as a quality tourism destination.”


Edwin Booth, chair of Lancashire Enterprise Partnership, concluded:

“We want Blackpool to be a town where people of all ages choose to live, work, thrive and build their futures.  While this prospectus focuses on Blackpool, it acknowledges the town’s geographical position at the centre of the Fylde Coast and shared social challenges with Fleetwood.  The opportunities we have highlighted paint a picture of a different town, building upon its best and with support and commitment from others to turn the tables in Blackpool’s favour.”
